Up to now, the only official word we have is from the Ask PlayStation Japan Twitter account. They recently shared a statement, which we’ve translated for clarity.

Their message reads: “Currently, the PlayStation™ Network, including the PlayStation® Store, might not be accessible. We truly apologize for any inconvenience this has created for our customers. We’re actively investigating the issue and striving to get things back on track, so thank you for your patience.”
